First and foremost, the FDA does NOT regulate the cosmetics industry. Except for a few exceptions on ingredients and disclosure, the industry is self-policing. A group of industry insiders sit on the board of the CTFA - The Cosmetics, Toiletries and Fragrance Association. This is a self-appointed organization which has had the responsibility to self-regulate since 1938. Cosmetics manufacturers are not required to submit safety data to the FDA. Outside of a requirement for 'truth in labeling' there is limited accountability – and it's primarily for safety of ingredients in their products. Remember the vast majority of the 100,000+ chemicals now on the market have NOT BEEN TESTED for toxicity . . . it's clear this is a bit like the fox guarding the hen house. We ALL need to understand that this is one of the reasons the California Safe Cosmetics Act is SO-O-O important. The states are doing more to regulate and protect than our federal government. It's equally interesting to note that Japan, UK, EU, etc. have ALL had regulations in place that regulate product ingredients for safety. Here in the USA, consumers are the guinea pigs in the largest test market to ever take place because essentially there are no controls. . .and our children are the ones most at risk! |
